As partner of the Healthcare Services Group, Carl R. Zampetti, CPA, CFF, FCPA, is responsible for managing and conducting research for its litigation support and forensic accounting practice, and overseeing audits of acute care and long-term care providers, home health agencies, ESRD facilities and CORFs on behalf of fiscal intermediaries. He is accredited in forensic accounting for fraud and abuse and Qui Tam investigations, and has served as expert witness for civil and criminal cases nationwide.

Carl brings 19 years of professional experience to the firm, providing leadership, organizational planning and analysis, accounting, audit and management expertise to its healthcare practice. He conducts quality assurance reviews, and financial and Medicare audits of healthcare organizations. He is proficient in Medicare and Medicaid cost reporting. He also conducts reviews of asset-based loans.

With extensive experience in cost reporting, Carl has been recognized for his expertise in fraud and abuse by the US Department of Justice, the US Attorneys' Offices, the Department of Health and Human Services, the Office of the Inspector General's Office and the Federal Bureau of Investigation. He has participated in Qui Tam matters requiring complex multi-agency, multi-district investigations of fraudulent cost reporting, which have yielded settlements in excess of $900 million.

Carl joined Heffler, Radetich & Saitta LLP, after graduating from LaSalle University with a bachelor's degree in business administration. He is a member of the American and Pennsylvania Institutes of CPAs, and is AICPA-certified in Financial Forensics. He is a member of the Forensic CPA Society and the Healthcare Financial Management Association, and serves on the latter's Reimbursement & Legislation committees. He is a member of the board of directors and treasurer of the Windermere Community Association.

Carl has made presentations on topics related to audit programs and procedures to third party intermediaries. Most recently, he presented on The False Claims Act: A Plaintiff's Perspective, to the Healthcare Financial Management Association, Philadelphia chapter, at its Legislative Update conference.
